Niflheim is an opposing kingdom in Final Fantasy Versus XIII. They are shown to have invaded Noctis's Kingdom during the peace treaty signing party, which would have settled the dispute over the last crystal. Presumably, this is only a guise to enter Noctis' city and invade.
